Probably has to do with the temp or the arched gas generator tubes at the top. Heated gas burns way more efficiently than cold gas. That is why they usually light with a yellow visible flame at first and as that flame heats those arched pipes the mantles become the flame holder for the hot gas. The first light, you are burning off the new mantles and that combustion delivers enough heat to get the gas generators warm. Are you turning the control up as high as it will go while applying flame thru the ignition hole to provide ignition as soon as the gas develops a burnable mix down there? You should get some flame in there initially, that will deliver the heat to warm up the gas generators and start the mantles glowing… Coleman stoves and lanterns deliver liquid fuel initially, you turn them on till you get that little bit of fuel and turn off the valve and light that initial fuel on fire to warm up the generator tube. When the fire is nearly out, you open the valve and either add more fuel, or if it has gotten warm enough, use that flame as the source of ignition for the now gaseous fuel which will travel to and be held by the burner/mantle…

Haven’t delt with one of these in forever. But I’d clean as much as I could with floss and a pipe cleaner. And sometimes just to relight I’d put pennies over each hole until I got it to light. Once it was going I didn’t have to worry about the holes. Also the gas can create turbulence in and around the mantles at even the lowest output, Keeping things from lighting. Hope this helps.
