How is iRods put different from for instance S3 CLI which also supports multipart file upload ? Just in case if I am certain that my blob store is going to be s3

The iRODS protocol is not the S3 protocol. They each handle multipart (or parallel transfer) differently. You can use any S3-compatible storage (AWS or otherwise) as an iRODS storage resource.
