In regards to the person accepting your first request i am not sure this is always the case. I seen somewhere else a tactic or manipulation if you want to call it that. That you request something way more than you intend to ask for. And then on your second request once first is refused, you ask for a lot less which was your actual intended request making it more likely to be accepted.
