The helicopter is a capacitor and it takes time to charge it from the line. The rod is used as a way to ensure that the helicopter is charged through a safe point instead of through the linesman. Once the potentials are equalized, they can put a clamp to permanently connect the helicopter to the line until the job is done.

I used to do this, but I didn't wear the suit. It got too hot in summer. I don't do this job any longer, because the first time I didn't wear the suit, I got barbqued and died. My eyes still glow, tho. The End.

You gotta be real hungry to do this. Crab fishing in the Bearing Sea was supposedly the most dangerous job. Id rather be floating out there on a leaky inner tube with a wet pack of smokes, no lighter and a hungry pod of Orca eyeing me than hanging off a chopper with a zillion volts buzzing up a fishing pole. No idea what he makes but it aint near enough.
