...Pollutants get pumped into the Puget sound by surface water runoff via stormwater. Storm water largely isn't treated before it goes into the Puget Sound and almost all of the inter tidal wetlands, which used to filter brackish water, were filled for housing. There also used to be much more wetlands on rivers as they approached the ocean which were natural catch basons and filtration systems for water sheds and all those too were removed for housing.

I live at the top of valley and have walked the road for 30 years. If you monitor the speed warning sign at the bottom of the hill few vehicles are at 25 MPH. Suggest including speed bumps on Valley. There will be loud resistance, but these are proven means to make roadsides more safe for bike/ped. What's a few more seconds driving time?

The City’s Winslow wastewater collection system flows to the Winslow Wastewater Treatment Plant . The plant is a Class 3 secondary-activated sludge plant that employs dissolved oxygen for solids treatment and ultraviolet light for disinfection. Each year the plant treats 150-million gallons of wastewater with typical conventional pollutant removals above 97%. The treated wastewater is discharged east of Wing Point into the Puget Sound. Plant activities are regulated by the State of Washington Department of Ecology, and the Plant maintains an accredited water quality laboratory. How about an overpass at Day Road and Sportsman so all the cars idling away in stop and go traffic everyday can end? More pollution there than in the areas you are targeting.
