Arbiter uses it as the start of the game to describe how hard it would be for Chief to kill him, so this is coming full circle (though they're friends by this point -- Hood thinks Chief died on the other half of the Dawn, but Arbiter knows better).

​@aleksejHALOclips I like to think that the arbiter meant that the memory of the chief isn't "dead", that the chief will never die as long as people remember what he did. "Hard to believe he's dead." "We're it so easy" You can kill the man, but not the legacy. As they say " A hero need not speak, for when he is gone - the world will speak for him.
