This is wrong, your legs are too far out. They need to be further back so knees go in from of the toes. Back follows the contour of the ball. Check the Tim Keeley video for proper technique

You mentioned that if you're noticing them after the bags have formed, that you're too late. But then you mention the insecticides. So will spraying in early spring when the worms are emerging from the bags help? Surely. (IE. I don't know if the insecticides you're mentioning are for prevention....or for effective early-spring prevention of the bags even forming.)

Putting a wire fence around your individual trees works for sure. Instead of the concrete wire you can use welded wire fencing, available at Tractor Supply and Home Depot and other places. Not as strong as the concrete wire but works fine. The wire fencing comes in 50 or 100 ft rolls. I use the wire with 2 inch by 4 inch spacing. I get the 5-ft tall rolls of wire. I use 4 ft rebar to hold it to the ground. I try to prune my trees so they eventually have no leaves on the lower 5 ft so the deer are not interested. The alternative is to fence in your entire yard with 5 ft or 6 ft tall welded or woven wire fencing on t-posts. Works fine and protects your other plants, too.
