You can definitely use Chira (laterite) stone in your aquarium setup. Just keep an eye on your water parameters, especially if you have fish or plants that are sensitive to pH or hardness changes. Laterite can slightly alter your water hardness and pH over time due to its mineral content. However, it generally does not leach harmful chemicals into the water, so it shouldn't negatively impact most fish species.

Yes, I don't know why but the filter doesn't start if UV bulb has problems. And to me it seems there is some bad electrical connections, hence the filter doesn't start. It's always a good idea to keep a spare bulb always otherwise the whole aquarium system would suffer.
