The Spanish colonizers in the Philippines did not want the local to be fully taught with Soanish in order to avoid rebellion that many of the natives in Latin America did. The second reason is not to give judicial access to locals or natives. Hence, no Spanish education means no representation in the legal process.

Según los resultados de un estudio de ADN realizado por el «Proyecto Genográfico» de National Geographic basado en pruebas genéticas de filipinos en 2008-2009, reveló que Filipinas se compone aproximadamente de un 53% de genes del Sudeste Asiático/Oceánico, un 36% del Este Asiático, un 5% europeos, un 3% del Sur de Asia y un 2% indoamericanos. Para mí, los datos de la proporción racial del anterior pone en perspectiva que, debido a la tiranía de la distancia entre Europa y el Sudeste Asiático, antes de la apertura del Canal de Suez en 1869, nunca hubo realmente una inmigración masiva de Europa a Filipinas. Antes de la apertura del Canal de Suez, la principal ruta comercial y de transporte a Manila era La Nao de China, de la que 1 o 2 barcos al año visitan Manila vía México. En Filipinas sólo solía haber 2 españoles por ciudad: el jefe de la Guardia Civil y el cura de la Iglesia Católica. Este hecho debería ser tan obvio para cualquiera que visite Filipinas: aunque las estrellas de cine y las élites parecen mestizas, la gran mayoría de los residentes son indígenas y se parecen más a sus vecinos los indonesios, malayos y vietnamitas, que a los mestizos del continente americano. Esta mezcla racial es un reflejo de la escasa inmigración europea. El español siempre fue la lengua de unas pocas élites, por lo que a lo largo de 2-3 generaciones esta lengua fue desapareciendo a medida que la población no perteneciente a las élites crecía más rápidamente y las nuevas élites no hispanohablantes ganaban más influencia política y social. Además, me parece que, aunque Filipinas tiene un pasado hispano, la mayor parte de nuestro pasado, presente y futuro probablemente dependa más de nuestras conexiones asiáticas, mucho más que de nuestros hermanos hispanos. Aunque estoy totalmente a favor de tender la mano a nuestros hermanos hispanos del Pacífico, la mayor parte de nuestro comercio y otras interacciones serán con Asia. Actually, what you said in 6:33 was an incomplete description of the status of Spanish under the Philippine Constitutions. The correct description should be: Spanish stopped being an official language of the Philippines under the 1943 Constitution. 1935 Constitution: Spanish was an official language alongside English. 1943 Constitution: There was no mention of “Spanish” but ART IX Section 2 states that “The government shall take steps toward the development and propagation of Tagalog as the national language.” 1973 Constitution: ART XV Section 3.3 states that “Until otherwise provided by law, English and Pilipino shall be the official languages.” 1986 Provisional Constitution: There is no mention of official languages. 1987: Constitution: ART XIV Section 6. The national language of the Philippines is Filipino. As it evolves, it shall be further developed and enriched on the basis of existing Philippine and other languages. Section 7. For purposes of communication and instruction, the official languages of the Philippines are Filipino and, until otherwise provided by law, English. …. Spanish and Arabic shall be promoted on a voluntary and optional basis. Section 8. This Constitution shall be promulgated in Filipino and English and shall be translated into major regional languages, Arabic, and Spanish.

I have to say that what you affirm in the first minute is part of the edulcorated legend that is also told about the original people from America, but it was far from being so. Other thing you affirm is that Spain wipped out the original population, but that isn't accurate. The fact is that there are countries with more than 50% of their population, whereas in the USA and in Canada there is less than a few million of native people. Not to mention the elimination of them who took place under people like Berkley. You just have to read Noam Chomsky and will know what the opinion of American presidents towards Filipinas was.

Yo creo que el hecho de que murieron más de cien mil filipinos hispano hablantes en el bombardeo de Manila por los USA debido a la invasión japonesa.... Más la posterior migración de otros cien mil...tiene que ver mucho con que hoy no se hable español. Porque en 1930 había 350,000 hispanohablantes en Manila que era un 60% de la población. Sin ese desastre seguro que hoy se hablaría más español.
