First thing first, you must submit claim form if announcement was made yesterday. You may lodge criminal complaint for misappropriating funds collected from homebuyers by not utilising in project and siphoning of the same to another project or accounts

When your changed name is published in official gazette then no affidavit is required. The publication in official gazette is sufficient for required purposes. However, to apply for publication you have to publish in newspaper and simple notarised affidavit is required. Once official gazette is received you can use it to change in your other documents such as passport, aadhaar, banks, ids etc.

You need to apply for name change in official gazette before department of publication in your state. Or, you can get the name change affidavit attested from SDM of your area if you want to change or correction in your documents. The publication in official gazette is more beneficial and can be used anytime anywhere.

If you have received from official email address of marriage registrar office then it is equivalent to original, in fact it is considered valid. Many departments are now providing online or soft copies like birth certificates are now being asked to be downloaded from their concerned websites. If the email says that this soft copy and you may collect the hard copy from office then you may collect it.

If your case was dismissed solely on the ground that there is no signature on memo then you should have filed appealed in Session Court. Though memo can be proved by summoning bank officials as a witness. However, no sign on bank memo shouldn’t be fatal to chaeque bounce case. Now coming to your query of filing case for compensation/ damages against bank, that will not sustain, as it’s no where mandatory to put signature on memo not even in Negotiable Instrument Act.
