I remember watching Lucahjin beating this thing no effort whatsoever. It was hilarious. He had a good counter in the form of a female Geodude, which was immune to Attract, and was resistant to its attacks, but she kinda got lucky that Miltank never used Rollout or Milk Drink.

My recent time beating her was easy. I spammed Smokescreen as Quilava so she'd keep missing Rollout. My starter was female as well, so I couldn't be Attracted. The only annoyance was spamming Milk Drink, but it was just delaying the inevitable at this point, so she was taken down after a couple of minutes of her desperately stalling for healing.
