Because this is a mod and I guess it would be difficult to implement all of the original aerofoil actions in Assetto Corsa. The closest thing to this in the original game is the Pagani Huayra and that thing has very basic active aero in comparison. If you see this thing in action in Gran Turismo (where it originated), the foils go absolute batshit as you're braking and taking corners. It looks almost comical.
