I think it's worth mentioning that the reason the dipoles are squared in the averaged interaction expression is because the derivation is made by expanding the Boltzmann factor to first non zero order (after averaging) which is - v^2/(k_B T) where v is the interaction term shown at the bottom at 2:37. So essentially this is only valid for k_B T >> m1*m2/(4\pi \epsilon r^3) and even then only an approximation :) The condition for the expansion (high temperature) is also why the expression blows up at T = 0, because the averaging is already assuming that T is high.
