I think to make things clear, wet should be defined as "to be covered or soaked in water" so water isn't wet because it doesn't cover or soak itself with itself. Water particles as a collective will always shift randomly between themselves so as a collective it can't cover itself.

Water isn’t wet, it’s a liquid. Liquid is generally the concept of wet, so while it makes things wet liquid itself is not wet.

Water is wet because it is made up of water molecules. When objects that come in contact with it, the water molecules are transferred making it wet. As humans we call it wet because of our sensory perception.
