When he couldn't come up with the scary stories they needed they told him to embellish his reports. Eventually they gave him the bomb and told him to call when it was in place. He got drunk instead and didn't call, hence the uncertainty that led to the eventual explosion.

It's a wonderful idea. But my experience of cooperatives is that in small communities, those who control the coops have claimed extra power to the point of corruption, and that the members of the community who are seen as outside (like myself) were reluctant to use the cooperatives because all ones affairs became known among the community, to the cost of the individual.
