Because if he was seriously injured, which they couldn't tell at the time, they needed him confined to treat and / or euthanize him. Unrestrained, he could have gotten away, only to suffer and die. Plus, it was the only way to make sure the rope was fully removed. If he ran off with the rope attached, it became another risk to him, as it could easily get caught on something and leave him trapped and vulnerable, or even hanging if it got caught at an inopportune time.

Just B4 this one, I saw Fun Dogs & a confident little girl walked with two Malinois in tandem - *military-style* - on each side of her - their heads up to her armpits - *EXQUISITELY MILITARY-TRAINED* _ELITE DOGS_ WORTH $250,000.* ❤❤❤ I trained my dog near-military grade - meticulously & with great love & Lucky resulted in the best & most loyal & trustworthy dog I ever had. Jake looks sweet, but his owner & bud ALLOWED him to constantly run amok harassing the trapped deer with sniffing, etc. (they think Jake's _funny_ 🙄). An untrained dog is a detriment - & a danger.
