Yes Abi. I took a laptop with me but at my centre few students used tabs/pads (not really sure which one). The devices used by those students were provided by the SAT centre. It's best to take your own laptop that you have been preparing with. It will really help you out. Cheers to your loading great result 🥂

The word "cheap" is relative depending on the person involved but at Miami university, you would get scholarships depending on your previous grades and the strength of your application.
