Putin understands any attack on a NATO country such as Latvia will result in NATO going to a war footing if not attacking the aggressor immediately! It's not that hard to comprehend. The Chechens only agreed to stay within Russia after the two wars because Russia bribed them to do so. They only want the benefits of being in Russia, which in this case equates to being paid handsomely (compared to Russian soldiers) for doing nothing. They have zero desire to even risk death by engaging in combat. This mindset is also evident when they are looting Russian stores and other places - Russia to them is a temporary, external occupier that they will chase away one day.

Chechen's are notorious for staying in the rear and acting as blocking troops whose purpose is to force Russian front line troops ito advance on Ukrainian fighting positions. Remembering that Chechnya has fought two bloody wars for Chechen independence It is reasonable to conclude that Chechen's are saving their troops for their next war for independence when Putin is too weak to stop them.
