Analyzing ongoing foreign policy sometimes requires the analyst to step from one model or perspective. Not so much by pre-ordering the elements but by keenly observing the events/facts and statements and interactions that seem to explain why the policy was formulated. Rigorous examination and identification the particular 'parameter' or policy process that is actually working by reading between the lines.
