I saw a series on this. They found out she was bipolar and stoped taking her meds. They decided she had an episode where she was hallucinating due to stopping taking her meds. She went into the tank to escape" her hallucinations and died because she coulsnt get out. Iriginally the police who investigated stated the lid was closed when they found her, which suggested someone put her in there. But. They later found out it was a mistake and that the lid was actually open. So they considered it an accidental.drowning because she couldn't get out.

She was bipolar and stopped taking her meds and this was a product of a hallucination. She was running from a hallucination and was hiding from her hallucination in the tank and couldn't get out because it was too high for her to get out.

I dug a little deeper and this is horrific. Mismanagement by the police all around. Possible cover up. I truly think one was killed accidentally and the others to keep it a secret.
