ITP means Impuesto de Transmisiones Patrimoniales....and you pay it when you want to purchase a second hand house. If you buy a new one you will pay IVA. The ITP tax will wary depending on the region,age etc//// This proposal is ridicolous because if you are british you can create a company and buy a house without paying 100% tax

Hello from Miami Fl, I think the area of Murcia it's beautiful, it cannot be compare to Florida. Its old Europe with new infrastructure and well developed area. I will be visiting the area in April 2025 by ship.

100% agree with this new law. As a Spanish resident (originally from Britain) and working over here, I see colleagues I work with not able to rent and cannot afford to buy and then have to leave the working economy. If people are serious about buying to live here, as you say they can rent until they become residents and stop all the speculators just buying over here to turn a quick buck 👍

Como murciano valoro que las personas que se establezcan aquí en Murcia aprendan a amar nuestra tierra. Por otra parte en Murcia tenemos la suerte de que aún no hay turismo masivo y no vivimos situaciones horrorosas que se viven en Alicante, Málaga o Barcelona. Por favor hagamos entre todos que todo siga igual que hasta ahora, para mucho murcianos los fracasos en proyectos urbanísticos son oportunidades para continuar como una región sin masificación turística. La masificación turística no es buena para los habitantes de la región de Murcia y no necesitamos turismo para ser una región moderna y valiosa, es más cuanto más turismo más recursos se distraen hacia el turismo y menos hacia otros sectores. Yo prefiero tener una ciudad normal, no un engendro horrible de calles llenas de turistas que convierten las ciudades en museos muertos, con precios desorbitados e inasequibles para los nativos

Estoy de acuerdo. Pasé un día en Alicante la semana pasada y lo que dices es muy familiar, el casco antiguo es más como un museo que como un hogar. El turismo puede traer dinero, pero ¿a qué precio? El turismo debe ser sostenible, pero el gobierno debe reconocer que en un país tan diverso de una región a otra, lo que está bien en un lugar no es la solución en otros. Como turistas tenemos que aprender (o al menos algunos de nosotros) que deberíamos venir a un país para disfrutarlo y admirarlo, no dañarlo.

Can’t help but think this feels like the South Americanisation of Spain 1. Get the public against one of the bright spots of the economy 2. Import and legalise millions of third world migrants 3. Illegals take up your lowest paid jobs and keep the wage floor there 4. Your high tax and overly regulated socialist system starves out business and deters any new investment or companies 5. The money they squeeze out of the rich predominantly go toward Abdul and his family in Morocco. So the little benefit out of socialism you don’t even get to experience You’ve basically have socialism without any of its (limited) upside. Just the downside And instead of focusing on the problem, the public is focused on the brighter spots of the economy. It’s like they want to sabotage the country

Should do something similar in Norfolk. Since covid all those previously living inside the M25 have moved up the A11 now 'working from home' and scooped up all the housing sending prices beyond the range of locals.

If a part of demand for properties is taken away the value of property prices will fall. Those already with mortgaged properties will find themselves in negative equity. Yes, younger generations will be able to buy properties as house prices fall, but with the push against tourism industries, Spain's hospitality industry will decline. Transportation, food and drink establishments (bars, restaurants, takeaways etc.), hotels, tourist attractions all rely on visitors to pay employees wages. Those jobs that remain will be in high demand forcing wages downwards. Foreign investment will not want to invest into a country hostile to foreigners, particularly if specialists brought in from outside of Europe find themselves being heavily taxed. Other countries might also respond to these measures by treating Spanish citizens in a similar way. I agree with the sentiment, but the government must find another way to resolve the situation. The proposed measures will do more harm than good.

eventually, when foreigners realise that they are only welcome in Spain to pay taxes etc.the problem will be solved itself, but the clever Spanish government will then realise where the money comes from and pays the bureaucracy in Spain!

the spanish have a backwards view on this topic. rather than increase earnings and improve its economy the espanoles would rather keep wages below the rest of europe but make housing cheaper. helps the poor today, but without growth in earnings and property values spain will not thrive.

You are wrong, the problem is not airbnb flats, those are only 2% of the total amount of houses in Spain. The problem is the government hasn’t built any public housing in more than 15 years leaving the offer in the country left to none

Young people in the UK often have to borrow 6x salary over 40 years - why should the Spaniards be any different. No country has successfully taxed property heavily without killing their market.

Similar causes. Not enough houses being built, and certainly not of the right size, particularly as single person households are rising. The sale of council houses under the tories and preventing the proceeds from being used to build new council houses hasn't helped. 30 - 40 years ago the property market was accessible to many more people.

@ sadly, as many of the ruling classes own significant numbers of rental properties, and who work very hard to secure themselves lucrative NED’s in the banking sector for when they inevitably lose their positions, nothing meaningful will ever be done about building more property, or managing how much people are allowed to borrow. The only two ingredients to managing property price growth.

What you call 'killing the market' is the goal of successfully correcting house prices back to affordable levels. Houses should be homes, not speculative investments.

@ of course, but give me an example of anywhere that has successfully lowered house prices? It can’t happen. The system is unfortunately built that way. The only time it’s isn’t is when it breaks. It’s a self-fulfilling prophecy, borrow more to be able to buy, prices rise and so on. But idiots are doing the same for their cars, their phones and their holidays. People are greedy, and this is the outcome.

Then you haven't met many locals. Granted, people who have lived in the island since at least the 70s do often own more than one property (which tend to go to children as they can't afford to rent on the open market) but large swathes of the working class and people who have arrived recently (last 10 years) are stuck paying 800-1000 euros a month for a two bedroom flat, if they are lucky enough to get that. Palma is even higher. The amount of people stuck at home or having to rent a room in a shared flat well into their 40s is getting larger and larger. As 5 year rental contracts are starting to expire, people are seeing rents double in many cases.

@@ianbarr5110 the irony is that the huge investors who are largely responsible for the inflation of prices in hotspots like Barcelona (Blackstone for example) would not be taxed any differently, as im quite sure they would use instruments such as Spanish Companies structures and offshore trusts to circumvent the tax. This will hit individual purchasers who, in my experience and contrary to Sanchez’s assertion, do not buy for investment but for lifestyle. But we will have to wait to see what the full proposal is when it gets published (whenever that will be).

In theory i agreee with this proposal but there should be higher taxes for EU buyers too. Not 100% but certainly higher. But this isn't just a Spanish problem, it's across all of the Mediterranean area. All of the new builds where i live are hardly even built yet already been bought, usually from foreign 'investors'. Houses should be for homes, not investing in.

@TheRatTrapHunter obviously not Spanish residents need to pay the higher tax but anyone not resident here should. There should also be a rent cap rather than landlords like Airnbnb etc charging what they like. Airbnb etc should not be allowed to buy properties to rent at super inflated prices. 80% of new properties should be built either for affordable housing or a rent cap market. Or co-op housing is also another solution but only 2.4% of the residents have this right now.

I live in Belgium totaly not touristic and we have the same problem her , no RBNB, no tourist but same problem , all started after COVID19, wy????

As a resident, Spain is dangerous for wealthy people /developers. The moment a tax inspector gets wind of wealth, they will come to seize as much as they can. Go to Spain for a nice holiday. Never, ever become a resident. Even if you have nothing to your name, you are still seen as prey for the tax hunters. After 5 years residency in Spain as a developer, I'm in the beginning of a decade long nightmare with spanish tax inspectors, who wants to criminalise my business internationally, even though it was founded more than 30 years ago. Visit Spain as a tourist and make sure you never stay longer than where you live.

Affordable housing is incompatible with investment, because supply is fixed. Too much property is vacant. Affordable housing is written in the Constitution of Spain. But making money from property speculation and hoarding is NOT. So the solution is to introduce capital gains tax of 80% for properties sold. Earlier investors will be partially protected, because the tax should be calculated as yearly average from before and after the new tax date. This will discourage buying property for investment. And people will buy property when they actually need it. To stimulate renovation business, lower capital gain tax should be applied for the 1st and 2nd year after a purchase (20% and 40%). Land without property will not have the 2 year tax discount. The tax will: incentivize to sell unused property, not to buy property for now mostly unprofitable investment, generate considerable tax revenue for the state, increase the number of properties for sale, thus lower prices. The tax collected can be used to build social housing. Income tax from long term rentals can be lowered to compensate and stimulate property rentals. So the buy-to-rent profitability will not be affected, but allow more people to rent cheaper. It is time to stop profiteers from unearned income due to infrastructural investments of the state in the cities - as metro station nearby, for example, makes nearby property more expensive. This is the goal of the proposal.
