The reason those people were not speaking English is, In Pakistan mostly the people from lower class who are not educated, they do this kind of road and building construction works and they are unable to speak English.

The language is not an issue, and when you visit to countries like Italy, Russia, and France, most people don't even know how to speak English since they value their authenticity and culture, but you can still get by. The same is true in Pakistan 👍
