I like to think that Morality core used to speak, or at least knew how to, but after seeing the things Aperture has done to test subjects, employees (and some robots like GLaDOS herself), they are just done and don't want to speak anymore Tl;Dr: Morality core is so done with Aperture being unethical that they just gave up and is voluntarily mute like Chell
