Contractors qualifications ie experience and skilled key staff need to be screened. Usually a performance bond should be posted thru the Contractor bank, to the value if 10% of the contract bid value. The contractor gets mobilization paid once he sets up his site and equipment and materials needed to start the project. Monthly progress payment thereafter should be based on the completed estimate value of the work. The Government will obviously be dealing with local start up contractors and may likely face performance issues with unexperienced contractors. When the bid price is too low, that will be a red flag. Meetings are essential to discuss progress and the contractor's logistics. Keep going guys lots of challenges and learning curves. Let the Chinese handle the big projects.....Xi don't want any screw ups....
