Yes, its just heating the oil up, the temp on the coils inside are hotter than its base boil temp, the temp difference is enough to create pop sounds, its a reaction apon start up but once the temperature of the oil climbs to operating temps then it stops, nothing is wrong with the heater. Its perfectly normal thing to hear unless it isnt an oil heater, if its a electric heater that isnt oil, and is one of those sketchy red hot things, then i would definetly get someone to check it. In other words its normal for oil heaters to do.
