low amps battery or starter low speed?? not enough rpm to start engine, jump battery could help

so im assuming you have some fuel source since you removed the fuel tank...

Yeah it wasn't engaged it turned out to be a vacuum leak

Hey not 100% sure but it looked like the ignition cut off switch was engaged. Did you figure it out?

Check your diaphragm to make sure they are sealing right.
