@@Yorrub MK has friendlier input timers for specials, I believe. Also Drive Rush is a very hard mechanic to get used to, I jumped from SF5 to 6 and it took me a WHILE to get used to it. Specially cancelling light attacks (or other fast moves) into drive rush for combos or pressure. For what its worth I got used to it with time, so keep on grinding and Im sure you'll just get it naturally.

Would the level 2 allow follow up after that combo? Or does the opponent just drop and can’t be hit anymore?

They can only wall splat once. The OD follow up after heavy punch can normally be cancelled into Level 2, but that's only to give more time after the wall splat.
