From what I read from Sonic R, ' Tails Doll is controlled by Dr Eggman. But this Tails Doll is part of the creepypasta fandom and also the Sonic.exe fandom, within which Dr Eggman was killed by countless Exes in so many Sonic.exe realities. Nobody is controlling Tails Doll since Tails Doll is a remote-controlled Doll created by Dr Eggman. It was set to mimic Tails to fool Sonic into participating in the racing competition, which Dr Eggman created to distract Sonic as Dr Eggman stole the chaos emeralds. Also, Dr Eggman is dead from what I can put together from every last instance of existence that isn't part of the true Sonic realities. So... Nobody is controlling Tails Doll which Tails Doll shouldn't be functioning as there is no input within the remote. Unless a supernatural being from beyond is controlling Tails Doll, then that wouldn't really mean that Tails Doll is alive and is just being puppeteered to the whims of that being. So from what I've gathered from what've I read, every last action that Tails Doll has done, did, is going to do and hasn't done is because of the one with the controller. None of which is Tails Doll's choice. Truly soulless, if you ask me. ' - Chrome
