did they put any steel mesh to reinforce the poorly mixed concrete? why does concrete everywhere else need reinforcement but not this place? it is basic material science - concrete bears weight but is brittle, steel speeds load as it has strength in flexibility (which makes the outcome when used in combination with concrete extremely useful). This base is guaranteed to crack & probably be permeable to water BUT they did do it very quickly.
