Concerning the most important and foundational HUMAN RIGHTS issue as literally concern the most important BASIC NECESSITY OF LIFE. 1st being Water, 2nd Food, and 3rd Housing\Shelter. And taxation without the presence of TWO specific elements, is then in FAct THEFT and NOT 'justifiable'. 1) Those taxed must have 'final say' [to approve or dissaprove] concerning how THEIR TAX MONEY is SPENT. Just refuse or fail to pay and wait... Of course Time is a funny thing and has this 'delay' in between causation and effect. And BAM! You mentioned assessments as a local revenue stream going forward. I've only ever seen those on property tax bills. If they can levy an "assessment" against property owners without consent of every property owner, wouldn't that be property tax by another name? Could you be evicted from your property or financially ruined from not paying these assessments?
