I'm not entirely sure, I've wondered that myself. I think it might be that that specific function isn't necessary anymore, so they haven't been maintaining it.

If there's nobody getting off or on then the operators will bypass the stop. When trains are behind they switchover to the outbound track between Montgomery and Embarcadero.

Cool video! Love the sign recreations. The double chime at 9:00 is the wheelchair stop request, triggered by the button on the side (bottom) of the flip seat. Though if the wires are crossed, it can be used as the regular stop request...
