It is a coded message. All he says are common first names (a similar concept to the aviation alphabet) and 1-2-digit numbers. The total amount of transmitted data is no more than a few dozen bytes.

Either someone messed up the channel marker while he was trying to do his voice message and he got pissed, or it's UVB-76's anti-jamming thing they do, where they play a loud continuous beep to get people off that frequency
