Calculation can be done from steering equation and analysing the desired steering ackermann percentage or anti-ackermann percentage. if you want short turning radius, then you need to keep high anti-ackermann percentage, in that case you need to keep high steering arm angle. Like that we need to find a trade off between multiple parameters. There is no clear cut formula for length. Length depends on strength and packaging constraints. You can follow my Lotus analysis video. It has two parts. You can check it in my channe page.

You can start the calculations for deciding outer diameter and thickness of rollcage pipe. You have adhere to the minimum requirement asked in the Baja rulebook. Then after that you can create custom template as per given outer diameter and thickness and assign as per the rulebook.

In this suspension, I have taken the steering geometry as Anti-ackerman. So on basis of that when you view from top view, steering rack will come ahead of the line joining the both front wheel centers. And also I placed at a height so that we have space for creating mounting for it and I left clearance for the roll cage Fram pipes.
