To any windows user struggling with performance issues, you might wanna turn off the "PCI express link state power management" setting, as this artificially limits the bandwidth of your GPU, often creating a bottleneck situation despite the hardware actually being stronger. There are tutorials online for this, e.g. on "sevenforums". Good luck and happy gaming!
