The Leadership of Virginia Beach has been screwing residents for a long long time. Their goal is to make as many people as they can sell their homes so Towne Bank can buy as many as they can scarf up. Homes are selling for record prices. He may have bought 20+ years ago when interest rates were high but home prices were low. Now, with the sale of so many homes at top dollar, of course, his assessment is going to increase. He wants, water, fire police protection, etc. what does he expect?
