The word newspaper in the place you mentioned is the additional information, not the main idea of getting information about the plant building. It is about the additional budget or money to build the plant. Remember, It is listening comprehension, not literal listening. The listening mostly has synonymous answers, not direct word answers like that. If you answer like that, you will make so many mistakes.
