That's not what mixing is. The producer (or even artist) comes up with the vocal arrangement and effects like delay and reverb.

@@Zildawolf mastering is getting all the tracks (stems) as loud as possible without clipping frequencies. but you're right, delay and reverb are definitely the mixing engineer's job, especially nowadays since everything is recorded on computers and not tape recorders. & producers in an 1960s Quincy Jones sense absolutely comes up with vocal arrangements, chord progressions, etc. but producers now are people who make the instrumentals .
