A soldier is not a slave (and I think that's obvious) a soldier of the legion is bound to service indeterminately, but he can rise in rank, own property and his own slaves.

@@CirnoFan04 raiders are dead, so what ? Legion is just the bigger raider group because if you try to settle down as you see fit, they'll come and make you either a soldier or slave. Also, about soldiers being slaves, they may be able to raise in rank or own a bit of property but as soon as they're no longer able or willing to work, they'll be put on a cross, just be left to die, etc

Ncr are kinda lame, too much similar to moder troops and government, I prefer more weird fallout factions, like BOS, Enclave, Unity or the best of them all, Legion. They are way much more creative and interesting

the only thing the ncr has over the legion is the ranger armor, but they stole that from the desert rangers anyways so does it really count?
