Per the university of Istanbul- Runic alphabets of Germanic peoples were derived from earlier Italic and/or Latin alphabets. All kinds of Germanic runes, Futhark, Latin, Greek, Cyrillic, Arabic, Hebrew, Aramaic, Sogdian (and its derivations such as Old Uyghur and Old Mongolian) alphabets are all derived from the Phoenician alphabet which came out as a simplified form of certain Egyptian hieroglyphs. The word alphabet is a reflection of the origin of these script systems and it comes from Semitic words to describe the first two letters; 𐤀 *alep (ox) and 𐤁 *bet (house). The core alphabet that gave rise to alphabets listed above was created by Western Semitic peoples in the Near East/Mediterranean region. The Old Turkic script is neither an alphabet by origin nor could be described as runes. It was an independently created and unique script system which was used by Ancestral Turkic peoples in Central Asia and did not derive from Phoenician-related Near Eastern and Central Asian alphabets. The general appearance and writing style of Turkic letters do look like Germanic runes but, this is a mere coincidence. If you look closely, letters in both writing systems which bear similarity by appearance represent completely different sounds, thus I think it looks quite obvious that the Old Turkic script and the Germanic Runic alphabet are actually unrelated to each other. Old Turkic letters were mere representations of the nature itself, since the Ancient Turks were pastoral peoples. Nearly every letter represented an action, an item (like an agricultural tool or a weapon) or an animal. For example, the letter 𐰜 which represents -ök -ük sounds came from a pictogram meaning deer and the word for deer in Old Turkic was “ök”. The letter 𐱇 (-ot, -ut) was derived from another pictogram identified as grass on a stone and the word for grass in Old Turkic is “ot”. The letter 𐰖 (-ya, -ay) comes either from a bow (“yay” in Turkic) or the (half)moon (“ay” in Turkic). Nearly every letter in the Old Turkic script has these kind of explanations for their respective origins.

So no. Also elder and younger futhark which is where "viking runes" originate comes from the old germanic peoples who got it from Latin. Who got it from the original tribes of the Tiber. And the gothturk alphabet you are referring to is far younger than even younger futhark.
