I've tried this, deleted a few fences but when I re zip the folder put it back on my mods folder it's not showing up in game? Not sure what I doing wrong

Remember cities need to reach a big enough size before you can build another industry.

If you see a plus sign on a city remember that means you can build another industry there.

This one is 400, it depends on what I'm doing in the clip slower jobs like ploughing I do at 800 loader work or in cab 250 to 400 some thing's just become un watchable if to fast so I would recommend testing it first
