why u use TSW 4?

I can't get this engine to move..it keeps saying need to put the pantograph up and close the main circuit breaker. I do this and nothing but the warning over and over keeps coming up. The pantograph is up and nothing! I had my brother try it and same thing. Is this a bug or am I missing something? We both use the xbox..me the series s and him the series x. Help.
