Well...the poet is describing an incident when shiva did his cosmic dance and that time shiva and parvati saw each other and it was like the whole universe was getting created and destroyed simultaneously at one hand due to Shiva's dance and realisation to shiva parvati about each other at other hand...so the space (creation and destruction of universe) and time (which was moving very fast) got involved in series of events. Things were happening one after another and that was fast too...you have to just imagine such a moment...

No he is actually comparing england to Southern countries in terms of talent and resources...wo bolta hai hamare poet jyada popular hai, women jyada beautiful hai, hamara youth jyada bold hai...aise wo compare karta hai...garmi ki baat nahin karta...
