I know a girl who did that with her dog, he listened very well, but he was also very aggressive with other dogs and eventually people. The dog used to love me, and be very playful, we didnt see eachother for a good few years, and next time i saw them her dog was snarling at me.

Aggressive dogs aren't allowed at the dog park. (Unless no one is there of course) Dogs should be leashed in public though.. this is ridiculous though.

Technically in a majority of states in the US, the owners of dogs that trespassed would be the ones at fault. Most States have public property leash laws even in places that don't require dogs on their own property to be contained. However if the dog left the property it belonged to and then attacked another dog, even if the other dog instigated, then the dog that left the property generally would be the one at fault (with a few exceptions). There are some nuances and some specific cities have some honestly very unfair additional rules. Part of the reason why I got my dog genetically tested was because a lot of people assumed he was part pitt and where I lived a dog that was pitt or part pitt was always the one put at fault even if they were the dog that was attacked. He was 0% pitt but without the proof if he had ever gotten into an altercation I probably would have ended up losing him just because of how his mix looks (he is mostly Brittany and Blue Heeler).
