A trout is only a steelhead if it can run to the ocean. And the ca fishing regs say it's considered a steel head after it measures 16 inches. So if you fish the American River or trinity river those are places where it would apply.

You fishermen seem to have no respect for the fish that you catch, in fact you are quite careless about them. First of all, when you catch them, you lay them on rocks that could damage their skin and when you are done with them, you throw them back like they were junk with no care how they land or what they land on. Shameful to see.
