I believe, imo from what I've seen while playing both games is that he was a normal innocent boy, but bc of his lineage and bloodline, he was kinda forced to become an Elder when he becomes an Adult. So he had to take his duty and training seriously until he became the Elder Maxson in 4. And after he became Elder his personality became a serious no nonsense duty above all else type. Thou yea it kinda sucks his personality changed so much in 4 from 3. But considering he's part of the BoS it makes sense.

All I can say, he's not who he think he is to everyone. He played everyone. He's racist and not a very good person. I'm so angry at the Brotherhood chose him as the elder like they could've think it through who will lead the brotherhood in the good path but what they choose, HIM! It's all because his skill killing and killing deathclaw like really....that's what they think because he killed a deathclaw on his own?
