instead of cut, removing 40mm of strut housing and using 20mm spacer for dampers, why dont just cut and remove 60mm and not using spacers? is there any differences?

Yes but it will depend on the length of the damper body. A common way to get your spacer length is to stack fender washers under your damper body until you have a length that lets you tighten the damper on the strut body. Take out your washers and measure them to get your spacer height.

When using common media like aluminum oxide or glass, If all the media is not removed or some is embedded into the material it can cause weld discontinuities and or defects.

@@mickholgate3347 I fail to see how that's necessary when the block fits in there relatively tightly and the suspension is adjustable in both axes. The amount of misalignment you might see at the rod end relative to the ball joint is minimal and will not affect the suspension geometry. The arm is adjustable length wise and the location front to back is determined by the adjustable tension rod that connects to the unmodified end of the arm. Worst case is you have the spherical rod end at a very slight angle that is nowhere near the level of misalignment they're designed to allow for.
