Not sure I understand fully - is reloading the issue on mobile - meaning it doesn't update when you push a new version out? Or it loads the first time and then just doesn't do anything when trying to load again? Are you working with a Storyline project? It should work the same on both mobile and the browser. Have you tried another cell phone to see if it happens there too?

However, I'm working on a sheet that was sent to me via another personal account. As long as one has the link, they can access the sheet, Other than that, I don't know much about the permissions, could you kindly walk me through it?

It SHOULD be there but called "Extensions". If it's still not showing up, some people have said they've had that issue when opening an excel spreadsheet as a google sheet -- extensions may not work unless you make a copy / save as a google sheet. Try opening up a new blank sheet and see if it shows up. If it's still not there, it may be a work/school permission that's not permitting you to install extensions.

as it turns out if the spreadsheet was originally created with Excel the "Extensions" tab will be absent.
