Yes and no, here in chile, we have "Group orders" so its easier and cheaper for us to buy these merchs, each GO has their price conversion, and the more people buying merch, the cheaper its the shipping for us xD, so anytime some merch drops, our group order manager let us know and ask us if we want something. This box its what i've bought at the end of last year and early this year, it just my GO manager was late to send it to me xD so it was kinda like a bomb of merch xD Edit: yes, the GO managers buy these merch from the sm store, but they sent it to korean warehouses, so shipping is less or free in most cases, all these stuff goes to a box, and we wait until the box its filled or ready to be sent to chile.

i got them from alieexpress, the binder HAS to be a 4 ring one, the pages too, since that one its a bit taller than a 3 ring binder and the pages can hold 59 mm wide photocards, so pcs with the tight fit sleeves, as for now, alieexpress its the only place i've seen those pages, but i know sultan supply its the other one thta have them, but they are only and mostly available in SEA, you can get them on shopee, but they sell out fast, im not 100% sure if the pages are pvc & acid free, i still put my pcs in sleeves, the sultan ones are for sure, since its a trading card sipplies brand.
