They were having a lot of trouble trying to rent out the twin towers when they were first built and they wanted publicity. They'd flooded the market with 10 million square feet worth of office space and Petit's stunt was a win win situation. The WTC director had words with the judge and practically got Petit off with a slap on the wrist. Even more than that they gave him a lifetime free pass to the observation deck on top of the south tower where he began his wire walk.
