I am confused with why people are talking about animal cruelty. It's just walking around. Octopus do it all the time. They frequently escape aquarium and walk into other tanks to get fish. Yes, people eat octopus but think, How did it escape. The owners would notice it missing and not let it get far. What is to me more likely is that it snuck onto a fishing boat (another common thing) and snuck back off when they were unloading the catch. Also chances are a fish market is right by the water.
